4. Reco gnizes the impo rtant roles and oper ational ind ependenc e of the

over sight bod ies, incl uding the O ffice of In ternal O versight S ervices o f t he

Secr etariat, in contri buting to impro vements in the effect iveness, tra nsparenc y an d

acco untabili ty of th e Organi zation;
