Reca llin g its res olutions 7 0/18 0 of 17 D ecember 2015 and 71/ 207 o f

19 Dece mber 20 16 and all other releva nt resol utions,

Taking note of the rep ort of t he Secre tary-Ge neral,

Bear ing in mind that weakn esses in c rime p reventio n lead to subseq uent

diffi culties at the l evel of cr ime control mecha nisms, and beari ng in mind also the

urgen t need to e stablish e ffective c rime prev ention st rategies for Africa, as well as t he

impo rtance of l aw enf orceme nt agen cies a nd the judici ary at the r egional and

subr egional levels,

Aware of the devasta ting im pact of new an d more dynamic crime trends on the

natio nal e conomies of Afr ican States , such as the h igh le vels o f tran snation al

organ ized cri me, inclu ding th e utiliza tion of di gital tec hnology to commi t all type s of

cybe rcrime, and a ware a lso of illicit traffic king i n cultu ral pr operty, d rugs, p recious

meta ls, rh inoceros horns and ivory, of pir acy a nd mo ney-la underin g and of t he fac t

that crime i s a majo r obsta cle to h armonio us and s ustaina ble deve lopment in Africa ,

Deep ly conce rned ab out the growing links, in some cases, between some for ms

of tr ansnati onal orga nized c rime and terrori sm, and recogni zing th at count ering

tran snationa l orga nized crime and te rroris m is a co mmon and sh ared r esponsi bility,

and that cr iminal justice procedu res wil l have to be more co st-con scious, timely and

expe ditious and sen sitive t o public respons es to minimize or elim inate an y suspi cion

of co mpromis e,
