Emph asiz ing that all huma n rights ar e univer sal, indi visible, i nterdep endent a nd

inter rela ted,

Reaf firm ing t he obliga tion of Sta tes to res pect all hu man right s and fund amental

free doms and the fun damenta l impor tance of respect ing the rule of law,

Reaf firming a lso its unequi vocal co ndemnat ion of al l ac ts, m ethods a nd

prac tices o f terro rism a nd vio lent ex tremism conduc ive to terror ism, in al l its forms

and ma nifestat ions, whe rever and b y whomso ever comm itted, reg ardless o f their

moti vation, a nd of the fi nancial , mat erial or po litica l sup port of ter rorism a s

unju stifiabl e in acc ordance with app licable interna tional l aw,
