8 Dece mber 2 005, 6 2/1 3 o f 5 D ecember 2007, 64/22 o f 2 December 2009, 66/2 0 o f
2 Decemb er 2011, 68/23 of 5 D ecembe r 20 13 and 70/21 of 7 Dece mber 2015 on
obje ctive in formati on on milit ary mat ters, i ncluding t ranspare ncy of mili tary
expe nditures ,
Reca lling al so its resolut ion 35/ 142 B of 1 2 Dece mber 19 80, whi ch intro duced
the Unite d Na tions syste m for the sta ndardize d re porting of milita ry e xpenditu res,
its resol utions 48/62 of 1 6 De cember 1993, 49 /66 of 15 Decembe r 19 94, 51/38 of
10 Dece mber 1996 a nd 52 /32 of 9 Dece mber 1 997, i n whi ch the Gener al Asse mbly
calle d upon all Memb er Sta tes to part icipate in th e syste m, and its resol ution
47/5 4 B of 9 D ecember 19 92, i n wh ich the As sembly endo rsed the guideli nes a nd
reco mmendat ions fo r objec tive i nformati on on militar y matte rs and invi ted Me mber
Stat es to provide t he Secreta ry-Gene ral with rel evant infor mation re garding th eir
impl ementati on,
Noti ng that, si nce then, natio nal reports on mil itary expen ditures and on the
guid elines and re commend ations for o bjective infor mation on m ilitar y matt ers ha ve
been subm itted by a numb er of Memb er St ates belongin g to diff erent geogra phical
regi ons,
Conv ince d that th e impro vement of int ernatio nal rel ations forms a sound basis
for p romotin g furthe r openn ess and transpar ency in all mili tary ma tters,
Conv inced al so that transp arency i n milita ry matt ers is a n essent ial ele ment for
buil ding a clim ate of tru st and conf idence b etween St ates worl dwide and that a
bette r f low of o bjective in formatio n o n m ilitary matte rs c an help to rel ieve
inter nationa l ten sion and is th erefore a n im portant c ontribut ion to conf lict
prev ention,
