Reaf firming also th e Univer sal Dec laration of Huma n Right s,

Reaf firm ing t he funda mental i mportanc e, includ ing in res ponse to terroris m and

the fear of te rrorism, of respect ing al l hum an ri ghts a nd fun damenta l free doms and

the r ule of l aw,

Reaf firming al so that St ates are und er the obli gation to r espect, pr otect and f ulfil

all h uman ri ghts and fundam ental fr eedoms of all p ersons,

Reaf firming further that terr orism ca nnot and should not be as sociated with an y

relig ion, nat ionality, civiliza tion or ethnic g roup,

Reit erati ng the impo rtant contrib ution of measure s ta ken a t al l lev els against

terro rism, c onsiste nt with intern ational law, in particu lar int ernation al huma n righ ts,

refug ee an d hum anitaria n law, to t he fu nctionin g of democr atic institut ions a nd th e

main tenance of peac e and se curity a nd there by to th e full e njoymen t of hum an right s

and funda mental freed oms, as we ll as the need to continu e thi s fig ht, i ncluding by
