work ers, by threate ning their liv es, increas ing the cost of their act ivities, lim iting

their freedo m of mo vement a nd affec ting the ir abili ty to de liver on their m andates,

Expre ssing conc ern also abou t th e n egative imp act of these att acks on

socio economi c dev elopmen t, in frastruc ture and fr eedom of movement , and the

secur ity and stabil ity of S tates, and thus underl ining t he need to add ress thi s issue in

order to achie ve r elevant goal s an d ta rgets under the 2030 Agend a fo r Sus tainable

Deve lopm ent,

in partic ular target 16.1 on s ignifica ntly reducing all forms of

viol ence and related death r ates eve rywhere ,

Reco gniz ing that the wide spectrum of mat erials t hat can be use d for th e

manu facture of impr ovised explosiv e devic es, incl uding th ose sour ced fro m the

milit ary and civi lian ind ustry, con tributes to thei r diverse nature and thei r

depl oyment me thods, wh ich t hus r equires an app ropriate appr oach to th e

form ulation of meas ures to counter them,

Noting that the impact of improvise d exp losive devices spans a wide array of

polic y areas and that, owing to the extent of t he cro ss-cuttin g natu re of the issue, a

whole -of-govern ment ap proach f ocusing on the cap acity o f Govern ments t o

effecti vely bring together several p olicy stran ds for co mprehensive action is essential ,
