Sendai Declaration
1. We, the H eads of Sta te an d Gov ernmen t, mi nisters and deleg ates partici pating
in the T hird Unit ed Nation s World C onfere nce on Disa ster Risk R eductio n, have
gath ered f rom 14 to 1 8 Marc h 2015 in S endai City, Mi yagi P refect ure, Ja pan, which
has demon strate d a vibrant reco very from the g reat east J apan earthq uake in Ma rch
2011. Rec ognizin g th e inc reasing imp act o f dis asters and their comp lexity in many
part s of t he wor ld, we declar e our determi nation to en hance our eff orts to streng then
disa ster ri sk redu ction t o redu ce loss es of l ives an d asset s from disast ers wor ldwide .
2. We value the important role p layed by the Hyogo Framework for Action 2005–2015:

10 y ears. Ha ving com pleted t he as sessme nt an d re view of an d con sidere d the

Resilience is defined as: “The ability of a system, community or society exposed to hazards to resist,
absorb, accommodate to and recover from the eff ects of a hazard in a timely and efficient manner,
including through th e preservation and restoration of its essential basic structures and functions” (see
www.unisdr.org/we/inform/terminology).
