guid elines and recom mendati ons f or ob jective info rmation on milita ry ma tters have

been sub mitted by a n umber of Membe r St ates belongi ng t o di fferent geo graphic al

regi ons,

Convinced

th at the impr ovemen t of interna tional relati ons fo rms a sound basi s

for promot ing fur ther op enness and tr anspare ncy in all mil itary matters ,

tha t trans parenc y in m ilitary matter s is a n essen tial el ement for

buil ding a cl imate o f trust a nd confi dence b etween State s world wide an d that a

bett er flo w o f o bjectiv e info rmatio n o n mili tary ma tters can hel p t o r elieve
