60/283. Investing in the United Nations for a stronger
Organization worldwide: detailed report
The General Assembly
,
Recalling
its resolutions 41/213 of 19 December 1986, 60/1 of 16 September
2005 and 60/260 of 8 May 2006,
Reaffirming
the role of the General Assembly and its relevant
intergovernmental and expert bodies, within their respective mandates, in planning,
programming, budgeting, monitoring and evaluation,
Stressing
the need for Member States to participate in the budget preparation
process, from its early stages and throughout the process,
Having considered
the report of the Secretary-General entitled “Investing in
the United Nations: for a stronger Organization worldwide: detailed report”

and the
related report of the Advisory Committee on Administrative and Budgetary
Questions,

1.
Renews
its appeal
to Member States to demonstrate their commitment to
the United Nations by, inter alia, meeting their financial obligations on time, in full
and without conditions, in accordance with the Charter of the United Nations and
the Financial Regulations and Rules of the United Nations;
2.
Endorses
the conclusions and recommendations of the Advisory
Committee on Administrative and Budgetary Questions contained in its report,

subject to the provisions of the present resolution;

Oversight and accountability
1.
Requests
the Secretary-General to ensure the full operationalization of
the Ethics Office, including through the expeditious filling of vacancies;
