Recalling
its resolutions 50/225 of 19 April 1996, 53/201 of 15 December
1998, 56/213 of 21 December 2001 and 57/277 of 20 December 2002 on public
administration and development, as well as Economic and Social Council resolution
2001/45 of 20 December 2001,
Stressing
the need for capacity-building initiatives aimed at institution-
building, human resources development, strengthening financial management and
harnessing the power of information and technology,
Recalling
that 2006 will mark the tenth anniversary of the resumed fiftieth
session of the General Assembly, on public administration and development,
Wel co mi ng
the adoption of the Ibero-American Charter for the Public Service
at the fifth Ibero-American Conference of Ministers for Public Administration and
State Reform, held in Santa Cruz de la Sierra, Bolivia, on 26 and 27 June 2003,

Expressing its deep appreciation
for the generosity of the Government of
Mexico in hosting the fifth Global Forum on Reinventing Government, held in
Mexico City from 3 to 7 November 2003,
Wel co mi ng
e-Government initiatives as a tool to promote development,
Welcoming also
the adoption of the United Nations Convention against
Corruption,

Takes note
of the report of the Secretary-General on the role of public
administration in the implementation of the United Nations Millennium
Declaration;

Reiterates
that efficient, accountable, effective and transparent public
administration, at both the national and international levels, has a key role to play in
the implementation of the internationally agreed development goals, including those
