Statement by the President of the Security Council
At the 8161 st meeting of the Secu rity Counci l, h eld on 18 J anuary 201 8, i n
conne ction with th e C ouncil ’s consider ation of the item en titled “M aintenan ce of
inter nationa l p eace and secur ity”, the Presi dent of the Secur ity Counci l m ade the
follo wing st atement on beha lf of th e Counc il:
“The Secur ity Co uncil reaff irms i ts pri mary re sponsib ility unde r the
Char ter o f the Unit ed N ations for the mainten ance of in ternatio nal p eace and
secur ity, as we ll as its commit ment to u phold th e purpos es and p rinciple s of the
Char ter, includ ing its co mmitmen t to and r espect fo r the polit ical inde pendenc e,
sove reign e quality and territori al int egrity of all States and the ne ed for States
to co mply wi th their obligat ions un der inte rnationa l law.
“The Securi ty Coun cil wit hin its mand ate to maintai n inter national peace
and secur ity, not es th e imp ortance of continu ing t o str ive to wards sustai nable
peac e an d a chievin g a wor ld free of violen t co nflicts by the Un ited Nation s
Cent enary, a s well as managin g shar ed cha llenges and opportu nities along the
way.
“The S ecurity Co uncil exp resses con cern over th e growing n umber of
confl icts in differe nt geogr aphic ar eas all over t he globe , and u nderline s urgent
need for redo ubled eff orts for t heir pre vention a nd resol ution, ad dressing where
pert inent the re gional dim ensions of confl icts with sp ecific emp hasis on re gional
dipl omacy an d arran gements.
“The Se curity Coun cil rec alls th at the part ies to any di spute, the
cont inuance of wh ich is likely to end anger the mai ntenanc e o f internat ional
peac e an d sec urity, shall, first of all, seek a solutio n by neg otiation , enq uiry,
medi ation, c onciliat ion, arb itration , ju dicial settle ment, r esort to reg ional
agen cies or arrange ments, or oth er peaceful me ans of their own cho ice, and
urges such pa rties to settle their d isputes by such means.
“The Sec urity C ouncil r ecalls its p revious rel evant re solutio ns a nd
presi dential stat ements addre ssing issues of prevent ive diplomac y, prevent ion
of ar med conf lict, pea cebuild ing and s ustainin g peace, as well a s mediat ion an d
the p eaceful settlem ent of d isputes.
“The Secu rity Council reco gnizes that devel opment, peac e and sec urity,
and human ri ghts are interli nked an d mutua lly rein forcing.
“The Securit y Counci l underl ines the importa nce of p romoting the Uni ted
Nati on’s abilit y t o d eliver on its fo unding dete rminati on to save succe eding
gene rations fro m t he sco urge of wa r and put ting e mphasis on conf lict
