Statement by the President of the Security Council

At the 82 08th meeti ng of the Secur ity Counci l, held on 19 Marc h 2018, in

conne ction with the Cou ncil’s con siderati on of the item entit led “ Interna tional

Resi dual M echanis m for Crimin al Trib unals”, the Preside nt of the Security Counc il

made the fol lowing statemen t on be half of t he Coun cil:

“The Securi ty Cou ncil re calls its res olution 1966 (2010) of 22 Decem ber

2010 , establis hing the I nternati onal Resi dual Mech anism for Crimina l Tribu nals

(“Mech anism”) to carry out, in accor dance with the provis ions of t he St atute

anne xed to that r esolutio n (“Statute ”) and the Tra nsitiona l Ar rangeme nts in

Anne x 2 to t he re solution , resi dual functio ns of the Interna tional Tribuna l for

the Prosec ution o f Pers ons Re sponsib le for Seriou s Violat ions o f Inter nationa l

Huma nitarian Law Commit ted i n the Territory of t he For mer Yugosl avia si nce

1991 (“ICT Y”) and th e Inte rnation al Cri minal T ribunal for the P rosecuti on of

Pers ons Respo nsible fo r Genocid e and Oth er Seriou s Violat ions of In ternatio nal

Huma nitarian Law Comm itted in t he Territory of Rwa nda and Rwandan citizens

respo nsible f or genoc ide and other su ch viola tions co mmitted in the t erritory of

neig hbouring States, betw een 1 Jan uary 199 4 and 31 De cember 1 994 (“ICTR ”).

“The Securi ty Cou ncil al so reca lls tha t, in view of t he subs tantiall y

redu ced nature of th e r esidual fu nctions, t he Mechani sm should be a sma ll,

temp orary and effi cient structur e, who se fun ctions and si ze wil l dimin ish ov er

time, with a small n umber o f staff c ommensu rate wit h its re duced fu nctions .

“The Secu rity Coun cil furthe r recall s its decisi on that th e Mechani sm shall

oper ate for an initial peri od of f our years start ing from 1 July 2012, and it s

deci sion to review the pr ogress of the work of the Me chanism , i ncluding in

comp leting its funct ions, bef ore the end of this i nitial pe riod and ev ery two year s

ther eafter, an d its fur ther de cision th at the M echanis m shall continue to oper ate

for sub sequent pe riods of two ye ars follow ing each suc h r eview, unles s the

Secu rity Cou ncil dec ides ot herwise.

“The Secur ity Co uncil notes the Mec hanism’ s annu al re ports t o the

Secu rity Coun cil and to the Gener al Assemb ly and its s ix-mo nthly rep orts to the

Secu rity Council on the progres s of the Mecha nism, submit ted in ac cordance

with A rticle 3 2 of the Statute .

“The Secur ity Counc il request s the Mech anism to pr esent by 15 Apr il 2018

its report o n the p rogress of its work s ince the last r eview o f the M echanis m in

Dece mber 2 015, in cluding in co mpleting its f unctions , with detaile d sche dules

for the pro ceedings curre ntly un der con siderati on as well as fact ors rel evant t o

proj ected co mpletion d ates for t he cases and other matters over whi ch the
