Statement by the President of the Security Council

At th e 8253rd meeting of the Se curity C ouncil, held on 14 Ma y 2018, i n

conne ction wit h t he Council ’s consid eration of th e item entitl ed “Unite d Nations

peac ekeeping opera tions”, the Presiden t of t he Sec urity C ouncil made t he foll owing

state ment on behalf of the Council:

“The Sec urity C ouncil r ecalls its p revious rel evant re solutio ns a nd

presi dential stateme nts addr essing i ssues o f peacek eeping.

“The Secur ity Co uncil reaff irms it s pri mary re sponsib ility u nder t he

Char ter o f the Unit ed N ations for the mainte nance of internat ional peace and

secur ity, as we ll as its commit ment to u phold th e purpos es and p rinciple s of the

Char ter, includ ing its co mmitmen t to and r espect fo r the polit ical inde pendenc e,

sove reign equalit y and territo rial i ntegrity of all S tates and reaffirm s the need

for S tates to comply with th eir obli gations under i nternati onal law.

“The Security Council r eaffirms t he basic p rinciple s of peace keeping ,

inclu ding consent of the parti es, i mpartial ity, an d no n-use of force, exc ept i n

self- defence and def ence of t he m andate, and reco gnizes that the mand ate o f

each peace keeping missio n is specifi c to the ne ed and situa tion o f the country

conc erned, and tha t the Securit y Coun cil exp ects fu ll del ivery o f the mandate s

it au thorizes .

“The Secur ity Co uncil stresses that the p rimacy of po litics should be th e

hall mark of the approach of the Unit ed N ations to the resolu tion of c onflict,

inclu ding th rough me diation , g ood offic es, the mon itoring of c easefire s,

assis tance to the i mplemen tation of peace acc ords. T he Securi ty Counc il furthe r

stre sses that p olitical solut ions shou ld guide t he desig n and depl oyment o f

Unit ed N ations p eacekeep ing oper ations, a re t he c ornersto ne o f ma ndate

impl ementati on, and remain key to r each sus tainabl e peace and sec urity.

“The S ecurity Co uncil rec ognizes t he need to wei gh the full r ange of

respo nses, whe n address ing a situa tion, whi ch may enda nger inte rnationa l peace

and securi ty, and to deplo y Unit ed Na tions peaceke eping mission s and pursue

peac ebuildin g efforts onl y as an acco mpanimen t, not as an alte rnative, to a

poli tical str ategy th at addre sses, am ong othe r eleme nts, the root causes of

confl ict. The Secu rity Cou ncil reco gnizes t hat ways shou ld be exp lored to

enha nce supp ort to p olitical proces ses.

spec ific leve l, w here and as ma ndated, rea ffirms it s co mmitmen t to t he
