La Misión de la Organización de los Estados Americanos (OEA) que observó el plebiscito del año pasado en Colombia, presentó hoy al Consejo Permanente de la institución su informe final, en el que destaca la eficacia en la organización de la cita y la celeridad en el anuncio de resultados, y recomienda promover una mayor participación.
El Jefe de la Misión y ex Presidente de Guatemala, Álvaro Colom, afirmó en su presentación que “el sistema electoral colombiano respondió de forma satisfactoria ante un evento electoral de características singulares, a pesar de no contar con el tiempo ideal para su planificación”. Asimismo, destacó la rapidez con la que se llevó a cabo el proceso de conteo de votos, señalando que “la transmisión de resultados electorales preliminares fue un proceso ágil y expedito, lo que sitúa a Colombia como el país con el sistema más rápido de la región”.
El documento presentado ante los miembros del Consejo afirma que “el tiempo y la premura para llevar a cabo el Plebiscito impidieron incluir o desarrollar algunas etapas que usualmente forman parte del ciclo electoral, como la apertura del censo electoral para recibir nuevas inscripciones o aceptar cambios de domicilio”. Sin embargo, anota el esfuerzo desplegado por la Registraduría Nacional del Estado Civil y el Consejo Nacional Electoral “para la celebración de una jornada exitosa”.
El informe detalla recomendaciones en temas como regulación de futuros procesos, plazos de campaña y educación electoral, equidad en la contienda, comisión de vigilancia y seguimiento electoral, participación ciudadana y censo electoral.
