La oea ejecutara en centroamérica proyectos por siete millones de dolares en materia de comercio y desarrollo sostenible

La Organización de los Estados Americanos (OEA) anunció hoy que en 2003 llevará a cabo proyectos por un valor estimado de US$7 millones en cooperación no reembolsable en América Central, para apoyar el desarrollo de capacidades en materia de comercio y el desarrollo sostenible.
El Secretario General, César Gaviria, dijo que “el objetivo de la iniciativa es aumentar el comercio y mejorar el bienestar y desarrollo económico de la región a largo plazo, en la medida que los países empiezan a negociar el Tratado de Libre Comercio EEUU-Centroamérica (CAFTA)”.
La OEA está trabajando estrechamente con un comité de instituciones donantes -encabezado por el Banco Interamericano de Desarrollo (BID)- con el fin de ayudar a los países centroamericanos a prepararse para las negociaciones del CAFTA, cumplir con sus obligaciones y sacar provecho del acuerdo. En este contexto, la OEA ya ha asistido al gobierno de El Salvador en la producción de su Plan de Acción Nacional para el Desarrollo de Capacidades en materia de Comercio. Cada país ha formulado planes similares como base para obtener asistencia financiera y técnica.
José Manuel Salazar, Director de la Unidad de Comercio de la OEA, indicó que “los Planes de Acción Nacionales promoverán una mayor coherencia entre las instituciones y resaltarán las eficiencias entre los donantes de la provisión de asistencia técnica. También servirá para asegurar que los programas de los donantes se basen en las demandas de los receptores y respondan a las necesidades e intereses de los beneficiarios”.
La OEA está canalizando su asistencia a través de la Unidad de Comercio y la Agencia Interamericana para la Cooperación y el Desarrollo (AICD), entre otros órganos subsidiarios, así como a través de organizaciones especializadas tales como el Instituto Interamericano de Cooperación para la Agricultura (IICA), la Comisión Interamericana de Mujeres (CIM) y la Fundación Panamericana para el Desarrollo (FUPAD).
