Oea acoge consulta regional del sistema de naciones unidas “hacia la cumbre global humanitaria”

La Organización de los Estados Americanos (OEA) acogió hoy en su sede en Washington, DC, una consulta regional del Sistema de Naciones Unidas bajo el título ““Hacia la Cumbre Global Humanitaria”, como parte del proceso preparatorio para la Cumbre que se realizará en Turquía en 2016, que busca fortalecer capacidad y coordinación de los mecanismos internacionales para la asistencia humanitaria.
En representación de la Secretaría General de la OEA participó en la apertura del evento el Director del Departamento de Desarrollo Sostenible de la OEA, Cletus Springer, quien explicó los mandatos que los Estados Miembros han dado a la OEA para que apoye los esfuerzos nacionales en asistencia en caso de desastres. “Entre ellos se encuentra la Convención Interamericana para Facilitar la Asistencia en Casos de Desastre que consideramos es única en el mundo”, dijo. El documento, según Springer, “propone algunas normas de comportamiento, de cómo canalizar la asistencia en casos de desastre de los países donante a los países receptores”. Asimismo, Springer hizo eco del llamamiento del Secretario General Adjunto de la OEA, Albert Ramdin, para que los Estados Miembros firmen y ratifiquen la Convención, lo que a su juicio “crearía orden y estructura en el proceso a través del cual la asistencia se canaliza”.
El Director Springer también mencionó entre los instrumentos de la OEA el Plan Interamericano para la Prevención, la Atención de los Desastres y la Coordinación de la Asistencia Humanitaria, adoptado en 2009 por la Asamblea General. “En el camino a la Cumbre de 2016 en Turquía, nos estamos poniendo a disposición de los Estados Miembros para brindarles ayuda técnica y ayudarles a organizarse para tener una participación más eficaz en la Cumbre”, que calificó como un...
