La Comisión Interamericana de Derechos Humanos (CIDH) seguirá de cerca el trabajo de la Misión de Apoyo al Proceso de Paz en Colombia de la Organización de los Estados Americanos (MAPP/OEA), para asegurar que este proceso sea acorde con la plena vigencia de los derechos humanos y del derecho internacional humanitario, aseguró hoy el Secretario Ejecutivo de la CIDH, Santiago A. Canton.
En un informe verbal ante el Consejo Permanente de la OEA, Canton dijo que ya se ha establecido un primer contacto entre la CIDH y el Director de MAPP/OEA, Sergio Caramagna, a fin de establecer canales permanentes de intercambio de información.
Además de cooperar con la misión y asesorarla en materia de derechos humanos, la CIDH seguirá el proceso de desmovilización en forma autónoma, a través de contactos con otros entes de la comunidad internacional, la sociedad civil, el gobierno colombiano y por medio de sus propias visitas, señaló Canton. Añadió que la labor de la CIDH en este esfuerzo será sujeta a la provisión de los fondos necesarios.
El Secretario Ejecutivo señaló que la Comisión ha mantenido un interés permanente en la situación de los derechos humanos en Colombia y expresó algunas de sus inquietudes preliminares en cuanto al alcance, las condiciones y el marco legal del proceso de desmovilización que será objeto de verificación por parte de la OEA. Enfatizó la necesidad de avanzar para que se involucren en el proceso de deponer las armas no solamente los frentes paramilitares sino también los actores del conflicto armado vinculados a la guerrilla, “de modo de aspirar a una contribución genuina para la búsqueda de una solución pacífica”.
