Considering that the United Nations Commission on Human Settlements
·requested,
in
its resolution 18/5 of 16 February 2001, the promotion of a merger of the
Urban Environment Forum and the International Forum on Urban Poverty into a new
Urban Forum, with a viev· to strengthening the coordination of international support to
the
im
plementa•;an of the rlabitat Agenda;
Considering that the United Nations General Assembly,
in
its resolution 56/206 of
21
December 2001, transformed the United Nations Commission on Human
Settlements into the Governing Council of the United Nations Human Settlements
Programme ("UN-Habitat") as a subsidiary organ
of
the General Assembly, and the
United Nations Centre for Human Settlements into
the;
United Nations Human
Settlements Programme Secretariat, has decided that the World Urban Forum
(hereinafter referred to as the "Forum") was to be a "non-legislative technical forum
in
which

can exchange views
in
the years when the Governing Council does not
rreet":
Recalling that the World
~rban
Forum is a United Nations conference convened
by UN-Habitat which shall be carried out under the United N"'
1ons
values;
Considering that the objectives and the modes of work for the Forum were
adopted during the First Session of the Forum
in
Nairobi, Kenya, from 29 April to 3 May
2002; its Second Session held
in
Barcelona, Spain, from 13 to 17 September 2004; its
Third Session held
in
Vancouver, Canada, from 19 to 23 June 2006; its Fourth Session
held
in
Nanjing, China, from 3 to 6 November 2008 , its Fifth Session held
in
Rio de
Janeiro, Brazil, from 22 to 26 March 2010 and its Sixth Session held
in
Naples, Italy,
from 1 - 7 September 2012;
Recalling Governing Council Resolutions 22/4 and 22/7, which call respectively
for the integration of the World Urban Youth Assembly and the Gender Equality Action
Assembly as component r

of the World Urban Forum;
Considering that the Government of Colombia is part 1f the Convention on
thE..
Privileges and Immunities of the United Nations (hereinafter referred to as the
"Convention"), adopted by the General Assembly on 13 February 1946, shall be
applicable
in
respect of the Forum;
Considering that the City of Medellin was part of a
b1uding
process to host the
Seventh Session of the Forum with the support of the Government of the Republic of
Colombia (hereinafter referred to as the "
Government
");
and

sldering that the organizational and financial aspects of the Forum have been
set down
in
a separate agreement (the "Conference Agreement between UN-Habitat
and the Municipality of Medellin, Colombia, regarding the Arr
!Oln
gements for the Hosting
of the Seventh Session of the World Urban Forum" hereafter referred to as "the
Conference Agreement") to this effect, signed
on
14 June 2013 between UN-Habitat
and the Municipality of Medellin whereby the Municipality of Medellin has agreed to
cover the costs and expenses necessary for the hosting of the Forum
in
Medellin,
Colombia, as outlined
in
the UN-Habitat WUF7 Call for Expression of Interest.
The United Nations represented by UN-Habitat and the Government of Colombia
(hereinafter referred to as the "Parties"
),
hereby agree as follows:
Article 1
Place and date
of
the Seventh Session
of
the Forum
I
1.
The Seventh Session of the World Urban Forum shall take place
in
the City of
Medellin, Colombia, from the 5 to
11
April 2014.
2. The Government and the Municipality of Medellin shall work
in
partnership with
UN-Habitat to create momentum locally and internationally towards a successful Fo
ru
m
as a valued platform to
e11gage
citizens and Habitat Agenda Partners
in
the promotio
n,
articulation and implementation of a sustainable urban development.
Article 2
Participation
in
the Seventh Session
of
the Forum
1.
Participation
in
the Forum shall be open, according to the appointment or
invitation that may be made by the UN-Habitat E
xe
cutive Director, to the
representatives listed below:
(a) Member States of the Governing Council of UN-Habitat;
(b) Member States of the United Nations and any of its Specialized Agencies;
(c) Entities that have received a permanent invitation to participate as observers
in
the session of the General Assembly;
(d)
Local authorities and other UN-Habitat Agenda partners;
(e) Intergovernmental Organizations having received a standing invitation to
participate as observers
in
the sessions and the work of the General Assembly
and other Intergovernmental Organizations designated
on
an ad hoc o
continuous basis by the ECOSOC;
(f) Officials of the Specialized Agencies of the Unit
ed
Nations, and of the
International Atomic Energy Agency;
(g)
Officials of the United Nations;
(h)

n
en
t personalities and experts with special links to sustainable urban
dev
el
opment and other persons invited by the UN-Habitat Executive Director and
the host country; and
