AGREEMENT ON EDUCATIONAL AND CULTURAL COOPERATION

BETWEEN THE GOVERNMENT OF THE UNITED MEXICAN STATES

AND THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF

VIETNAM

The Government of the United Mexican States and the Government of the Socialist

Republic of Vietnam, hereinafter referred to as "the Parties";

Encouraged by the desire to strengthen the relation of friendship between both peo-

ples;

Expressing their interest in reinforcing and enhancing the cooperation and the educa-

tional and cultural exchange;

Convinced of the importance of establishing mechanisms which contribute to

strengthening the cooperation in the fields of mutual interest and the need to execute spe-

cific collaboration programmes and educational and cultural exchange, within the dy-

namics of the new international scenery;

Recognizing that the educational and cultural cooperation between the Parties shall

contribute to intensify the mutual understanding between both countries;

Have agreed as follows:

Article I

The objective of this Agreement is to encourage the cooperation between their com-

petent institutions in the educational, artistic and cultural fields in order to develop activi-

ties that contribute to intensify the mutual knowledge between both countries and diffu-

sion of their respective cultures.

Article II

The Parties shall encourage the establishment of reciprocal scholarship programs for

their nationals to pursue postgraduate studies, specialization or research in public institu-

tions for higher education of the other country, in areas established by mutual agreement.

Article III

The Parties shall endeavor to intensify and enhance the level of knowledge and

teaching of the culture of the other Party.

The Parties shall establish the conditions for universities, institutions for higher edu-

cation and research centers of both countries, to be able to intensify the exchange of in-

formation, teaching programs and the results of research, as well as of professors and

specialists on education for mutual assistance in the development of education and train-

ing.
