LA TENTATIVA DE ANEXIÓN DE MAURITANIA EN EL
DERECHO CONSTITUCIONAL MARROQUÍ
Se ha indicado ya que la independencia de Marruecos respecto a Fran-
cia tuvo su
primer acto formal en la “Declaración de Celle Saint-Cloud”
de 6 de noviembre de
1955 en la que el sultán de Marruecos se compro-
metió a “crear un gobierno
representativo (…) encargado de elaborar las
reformas institucionales que hagan de Marruecos un Estado democrático
de monarquía constitucional” y de “conducir
las negociaciones con Fran-
cia para hacer acceder a Marruecos al Estatuto de
Estado independiente
unido a Francia por los vínculos permanentes de una interdependencia
Contrariamente a lo que había prometido, Mohamed V no estableció
“un Estado
democrático de monarquía constitucional”. Lejos de eso, es-
tableció una monarquía
absoluta en la que él poseía la soberanía que,
dado que también se sumaba a su

da como una “teocracia absolutista”

comprobó cuando un año

nal de la Conferencia internacional de 29 de octubre de 1956 llegara
