C. Thorough examination and inspection
of lifting appliances and loose gear
C.1. General provisions
C. 1.1. (1) For the purpose of this appendix thorough examina-
tion is defined as a detailed visual examination supplemented, where
considered necessary by the competent person, by such other means
as non-destructive testing, carried out as carefully as the conditions
permit in order to arrive at a reliable conclusion as to the safety of
the appliance or gear examined.
Where the competent person considers it necessary, parts of
the lifting appliance or loose gear should be dismantled by a skilled
person to the extent required by the competent person.
In the case of ship's gear, the examination should include
associated ship's fittings such as deck eyes, mast bands, temporary
stays and cleats.
C.l.2. (1) For the purpose of this appendix inspection is
defined as a visual survey carried out by a competent person as
carefully as the conditions permit in order to determine whether any
part of the lifting appliance or the gear has any readily detectable
deformation, distortion, malfunctioning, wear, corrosion or any
other visible defect liable to affect the continued safety of the
appliance or gear.
(2) Where the competent person considers it necessary, any parts
of a lifting appliance or loose gear that may be dismantled reasonably
readily should be so dismantled.
C. 1.3. For the purpose of this appendix a competent person is
defined as a person who
has sufficient practical and theoretical knowledge and experience
of the appliance or gear he examines to assess its safety and
continued fitness for use;
knows how the appliance or gear he examines should be prepared
for examination or inspection, as the case may be;
