Reca llin g its pre vious resol utions con cerning th e situa tion i n Soma lia,
espe cially resol utions 181 4 ( 2008), 1816 (200 8), 1838 (2 008), 1844 (2008 ), 1 846
(200 8), 1851 (20 08), 1897 (200 9), 1918 ( 2010), 1950 (20 10), 1976 (2011 ), 2 015
(2011 ), 2020 (201 1), 2077 ( 2012), 2125 (20 13), 218 4 (2014), 2246 (2 015), 2316
(201 6), 2383 ( 2017) an d 2442 (201 8) as well as the Stat ements of i ts Presid ent
(S/PR ST/2 010/ 16) of 25 Au gust 201 0 and ( S/PRST/ 201 2/24 ) o f 19 Nov ember 2 012,
Welcomi ng the repor t of the Secr etary-G eneral (S/20 19/ 867) , as requ ested by
resol ution 2 442 (20 18), on the impl ementat ion of t hat reso lution a nd on th e situ ation
with respect to pira cy and a rmed ro bbery at sea off the coa st of So malia,
Reaffirm ing its r espect fo r the sov ereignt y, terr itorial i ntegrity, p olitical
inde pendenc e, a nd unity o f So malia, in cluding S omalia ’s sover eign right s i n
acco rdance wit h in ternatio nal law, with re spect to offs hore natur al r esource s,
inclu ding fi sheries,
Noting tha t joint cou nter-pir acy efforts have resul ted in a stea dy decline in pir ate
attac ks a s we ll a s in hija ckings sinc e 20 11, wi th n o su ccessfu l sh ip h ijacking s for
ranso m repor ted off t he coast of Somal ia since March 2 017 how ever, rec ogn izin g th e
ongo ing thre at that resurgen t piracy and arm ed robb ery at s ea poses, noting t he lette r
of 2 2 Nove mber 20 19 from the P ermanent Repre sentativ e of th e Perma nent M ission
of So malia to t he United Nations r equesti ng intern ational a ssistanc e to count er piracy
off i ts coas t, and recallin g repor ts of the Secr etary G eneral and co mmuniqu és of t he
Cont act Group o n Piracy of f the Coast o f Somalia ( CGPCS) , which con tinue to
illus trate that pi racy o ff the coast of So malia has be en rep ressed but no t erad icated,
and co mme ndin g co untries an d organiz ations tha t have dep loyed nav al counte r-pirac y
miss ions in the regio n to su ppress pira cy and protect sh ips transit ing through th e
wate rs off th e coast of Soma lia and the regi on,
Reaffirm ing t hat in ternatio nal la w, a s refl ected in th e Unit ed Na tions
Conv ention o n the Law o f the Sea o f 10 Decem ber 1982 (“The Con vention ”), sets o ut
the le gal fram ework wi thin whi ch all act ivities i n the oce ans and s eas must be carrie d
out, includi ng count ering pi racy an d armed robbery at sea,
Reco gniz ing th e need and comme ndin g the e fforts of S tates, includ ing in
part icular Sta tes in the r egion, to investig ate and pr osecute n ot only su spects ca ptured
