Reca llin g its pre vious resol utions con cerning the sit uation in Som alia,
espe cially resol utions 181 4 ( 2008), 1816 (200 8), 1838 (2 008), 1844 (2008 ), 1 846
(200 8), 1851 (20 08), 1897 (200 9), 1918 ( 2010), 1950 (20 10), 1976 (2011 ), 2 015
(2011 ), 2020 (20 11), 2077 ( 2012), 2125 (20 13), 218 4 (2014), 2246 (2 015), 2316
(201 6), 2 383 (2 017), 24 42 (20 18), a nd 250 0 (2019 ), as well a s the Stateme nts of its
Pres ident ( S/PRST/ 201 0/16 ) o f 25 Aug ust 201 0 and (S/ PRST /20 12/2 4) of
19 Nove mber 20 12,
Welcomi ng the r eport of the Secret ary-Ge neral ( S/2020/ 1072 ), as re quested by
resol ution 2 500 (20 19), on the impl ementat ion of t hat reso lution a nd on th e situat ion
with respect to pira cy and a rmed ro bbery at sea of f the c oast of Somalia,
Reaffirm ing its respe ct for the sover eignty, t erritoria l i ntegrit y, po litical
inde pendenc e, a nd unit y o f S omalia, inclu ding So malia’s s overeign ri ghts in
acco rdance w ith inter nationa l law, with r espect to off shore na tural res ource s,
inclu ding fi sheries,
Welcomi ng that ther e were n o succes sful pir acy atta cks off th e coast of Soma lia
in th e prior 12 mon ths, an d noti ng t hat joi nt count er-pira cy effort s have resulted in a
stea dy declin e in pirat e attacks as well as in hijack ings sinc e 2011, with no su ccessfu l
ship hijac kings for ransom r eported off the co ast of Som alia sinc e March 2 017
howe ver, rec ogni zing t he ong oing t hreat that re surgent piracy and armed robbery at
sea poses, noting t he lett er of 2 Dec ember 2020 fr om the Perma nent R epres entative
of the Per manent Missio n of S omalia to the Unite d Nati ons req uesting intern ational
assis tance to count er pirac y off its co ast, an d recalling reports of the Sec retary
Gene ral and comm uniqués of the Conta ct Grou p on Piracy off the Coast of So malia
(CGP CS), w hich c ontinue to i llustrat e that piracy off t he coa st of Somali a has been
repr essed b ut not eradica ted, an d com mend ing co untries and or ganizati ons tha t have
depl oyed n aval co unter-p iracy m issions in t he reg ion to suppre ss pir acy and prote ct
ship s transi ting thr ough the waters off the c oast of Somalia and the region ,
Reaffirm ing that int ernation al l aw, a s ref lected in th e Un ited Nati ons
Conv ention on the Law of the Sea o f 10 Decem ber 1982 (“The Con vention ”), sets ou t
the le gal fram ework wi thin wh ich all ac tivities in the oc eans and seas mus t be carri ed
out, includin g count ering pi racy an d armed robbery at sea,
