The S ecurity Counci l,
Reca lling it s previo us resol utions 1 996 (20 11), 2046 (2012) , 2057 ( 2012),
2109 (2013) , 2132 (2013), 2155 ( 2014), 2187 ( 2014), 2206 (2 015) an d 2223 (2015),
and state ments b y its P resident S/PR ST/2 014 /16, S/PRS T/2 014 /26 and
S/PR ST/2 015 /9,
Reaf firm ing its stron g commit ment to the s overeign ty, indepen dence,
terri torial i ntegrity, and nat ional u nity of the Rep ublic o f Sout h Suda n, and recalling
the impo rtance of t he prin ciples of non -interfer ence, g ood-nei ghbourli ness, a nd
regi onal coo peration ,
Welcomi ng the s igning of the “Agr eement on the Resol ution of the Confli ct in
the Repub lic of South Sudan ” (the “Agre ement” ) as co ntained in th e annex to
S/20 15/6 54, b y Preside nt Salva Kiir Ma yardit, t he Sudan ese Peopl e’s Liber ation
Move ment/Su danese Peo ple’s L iberatio n Army in Opp osition (SP LM/SPL A-IO)
Chai rman Dr. Riek M achar Teny, Former Detain ees rep resentat ive Mr. P agan Amu m
Okie ch, a nd o ther stakehol ders, and recogn izin g these signa tures as a com mitment
by the part ies to impleme nt the A greemen t, without exc eption, and expressin g its
conc ern wit h any state ment b y any part y sugge sting a l ack of commi tment t o
impl ement th e Agreeme nt, as c ontaine d exclus ively in the ann ex to S/2015 /654 ,
Expre ssing deep appre ciation for the Inter governm ental A uthorit y on
Deve lopment (IG AD) Minister ial Group’s initi ative in leading the medi ation since
the ons et of the cri sis, comm endi ng the exp anded effor ts of the “IG AD-Plus”
confi guratio n, invo lving 19 nati ons an d organ izations inclu ding t he Unit ed Nat ions,
as fri ends of Sout h Sudan fro m A frica and e lsewher e, to dev elop and ac hieve a
comp rehensiv e sol ution that has no w esta blished a f oundatio n to delive r a peace to
Sout h Sud an, and urging enhan ced support by the inter national co mmunity duri ng
the p eace im plement ation,

peac ekeeping , i ncluding co nsent of the partie s, i mpartial ity, a nd n on-use of for ce,
exce pt in se lf-defen ce and defence of the mandate , and recognizi ng that the manda te
of each pea cekeepi ng mission is spec ific to the need an d si tuation of the cou ntry
conc erne d,
