EXTRAORDINARY APPROPRIATION FOR THE TECHNOLOGY FUND TO FINALIZE THE ERP TECHNOLOGY PROJECT “ERP/OASCORE”

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,


CONSIDERING:


That the Permanent Council, through resolution CP/RES. 1100 (2160/18) of May 14, 2018, approved an extraordinary appropriation in the amount of US$5.2 million, financed through the Indirect Cost Recovery Reserve Sub-fund (SRRCI), to execute the “ERP” Technology Project (enterprise resource planning system), which was to be implemented within 18 months starting in 2018;


That, pursuant to resolution CP/RES. 1100 (2160/18) of May 14, 2018, the General Secretariat was to submit to the CAAP quarterly reports on the use made of the resources authorized in said resolution and on progress made with the Technology Project;


That the first three reports submitted to the Working Group of the CAAP (CAAP/GT/RVPP-374, CAAP/GT/RVPP-380, CAAP/GT/RVPP-395/19) did not refer to any change in the scheduling or progress made with the Project; nevertheless, the Fourth Report (CAAP/GT/RVPP-404) submitted on September 26 indicated that lags had been identified with respect to the initial schedule and to the scope of the project, so that the status of the Technology Project was being reassessed;


That on November 20, 2019, the General Secretariat presented the Fifth Report: Results of the Reassessment and Steps to be Taken to the CAAP Working Group (CAAP/GT/RVPP-411/19 corr. 1) outlining obstacles encountered over the course of project implementation, and stating that the project could not be completed in the 18 months allotted for it, so that it requested a nine-month extension and that Member States consider agreeing to grant an additional $US2 million to finalize the Technology Project;

That further to CAAP review and recommendation, the Permanent Council requested the Inspector General to carry out an audit of the ERP Technology Project in accordance with the terms of reference set out in document CP/doc.5576/19 approved on December 18, 2019;


That the findings of the audit presented by the Inspector General to the CAAP on May 21, 2020 (document CP/CAAP-3653/20) confirm that the project as defined and scheduled would not...
