The General Assembly ,
Reaf firm ing the United Nati ons G lobal Counter -Terroris m Str ategy, containe d
in its re solution 60/2 88 of 8 Septemb er 200 6, an d reca lling its re solutio n 68/ 276 of
13 June 2014, which called for, int er alia, an exa minatio n of the report of th e
Secr etary-Ge neral o n the pro gress ma de in th e implem entatio n of the Strateg y and of
the impl ementat ion of t he Strateg y b y M ember State s an d f or c onsider ation to be
give n to upd ating th e Strate gy to re spond t o change s,
Reca llin g the piv otal role of th e Gen eral As sembly in fol lowing up th e
impl ementati on and t he upda ting of the Str ategy,
Reca lling also its res olution 71/ 291 of 15 June 201 7, in which it decid ed t o
esta blish the Office of Coun ter-Terro rism, and under scoring the comp etencie s an d
funct ions of t he Office a s set out i n the repo rt of the Secret ary-G eneral o n the
capa bility o f the Un ited Nat ions sys tem to assist M ember S tates in impl ementing the
Strat egy

and endo rsed in r esolutio n 7 1/29 1, includ ing providin g le adership on the
Gene ral A ssembly co unter-t errorism m andates e ntrusted t o t he Secreta ry-Gen eral,
enha ncing co ordinati on and coheren ce acros s the Co unter- Te rrorism Impleme ntation
Task Force ( Global Counter -Terroris m Coord ination Compac t entit ies) to ensur e the
bala nced impl ementati on of the fo ur pillar s of the Str ategy, stre ngthenin g the deli very
of United Nation s coun ter-terr orism capacit y-build ing a ssistanc e to Member States ,
impr oving vis ibility, ad vocacy a nd resour ce mobil ization f or United Nations counter -
terro rism e fforts, and e nsuring that due p riority is gi ven to co unter-ter rorism across
the Unit ed Na tions s ystem and that the impo rtant work on preve nting viole nt
extr emism as and wh en cond ucive to terrori sm is fi rmly roo ted in t he Stra tegy,
Reca lling furthe r i ts r esoluti on 66/10 of 18 Nov ember 2011, reco gnizing the
impo rtant wor k c arried ou t by th e U nited Nat ions Coun ter-Terr orism Cen tre,
esta blished within the Off ice of C ounter- Te rrorism, and its role i n buildi ng the

capa city of Mem ber State s to cou nter and re spond to ter rorism, n oting wit h
appr eciation its cont inued co ntributi on to str engthen ing Unit ed Natio ns count er-
terro rism effo rts, and encoura ging Mem ber Stat es to pro vide res ources an d volunt ary
cont ribution s to the Centre in this regard,
Rene wing its un waverin g commit ment to str engtheni ng intern ational
coop eration to pre vent an d comba t terro rism in all it s forms and manifest ations, and
reaff irming tha t any acts of te rrorism ar e criminal a nd unjust ifiable, re gardles s of their
moti vation, wherever, whenev er and by who msoever committ ed,
Reaf firm ing that terr orism and viol ent extremi sm as and when co nducive to
terro rism can not and sho uld not be ass ociated with a ny r eligion, nat ionality,
civil ization or ethni c group ,
Reca llin g th e Declar ation a nd Progr amme of Action on a Cul ture of Peace,

Noting with appreci ation the c ontinued contrib ution of Uni ted N ations entities
and the subsidiary bodies of th e Security C ouncil to th e work of the Counter -Terrorism
Imple mentation Task Force (G lobal Counter -Terrorism Coord ination Compa ct entities),
Reaf firming its respe ct for the sovereig nty, t erritori al i ntegrity, indep endence
and unity o f all States in acco rdance with th e purpo ses and princi ples of the C harter
of th e Unite d Nation s,
Reco gniz ing that in ternatio nal coo peratio n and an y meas ures tak en by M ember
Stat es to preve nt and com bat terro rism, as we ll as to pre vent viol ent extre mism as an d
when con ducive to ter rorism, must full y co mply with th eir o bligatio ns u nder
inter nationa l l aw, includin g the Chart er, in particu lar the purpo ses and pri nciples
ther eof, and releva nt internat ional conve ntions and pro tocols, in part icular huma n
right s law, ref ugee la w and in ternatio nal huma nitaria n law,
Conv ince d that the Gene ral Ass embly is the compet ent organ, with uni versal
memb ership, to addr ess the issue of interna tional t errorism ,
Mind ful of t he need to en hance the ro le of the Uni ted Natio ns and the spe cialized
agen cies, wi thin the ir mand ates, in the imp lementa tion of t he Strat egy,
Reaffi rmin g t hat the a cts, meth ods and p ractices o f terrori sm in all its form s and
manif estations are activ ities aimed at the destructi on o f hu man r ights, fundame ntal
freed oms and democra cy, at thre atening territoria l integr ity and the sec urity of States
and at d estabilizi ng le gitimatel y const ituted Governm ents, a nd tha t the interna tional
commu nity should tak e the ste ps necessary to enh ance cooperat ion to prevent and
comba t terroris m in a decisiv e, unified, c oordinate d, inclusi ve and transp arent mann er,
Reit erati ng the obl igation of Membe r Sta tes to pre vent a nd sup press the
fina ncing of t errorist acts and t o crimina lize the wilful pro vision o r collect ion, by an y
mean s, dir ectly or in directly, of funds by th eir n ationals or in th eir te rritorie s, wit h
the intenti on that the funds be use d, or with t he kno wledge that t hey are to b e used,
in or der to carry ou t terrori st acts,
Reco gniz ing the importa nce of pr eventin g, comba ting and eradica ting the illicit
use o f small arms an d light weapons by terr orists,
Expre ssing co ncern t hat terr orist a ttacks o n c ritical infr astructu re could
signi ficantl y disr upt th e func tioning of g overnme nt a nd th e priv ate se ctor a like a nd
caus e knock-o n effects b eyond th e infrast ructure s ector, and t herefore underli ning the
growi ng imp ortance of pr otecting criti cal inf rastruct ure fro m terro rist at tacks a nd of
foste ring comp rehensiv e prepare dness for suc h attacks, in cluding t hrough pub lic-
priva te part nership, as appr opriate,
