Con la entrada en vigor, el 1 de julio de 1998, de las enmiendas de 1994 al Convenio internacional para la seguridad de la vida humana en el mar (SOLAS), 1974, las cuales introducen el nuevo capítulo IX al Convenio, el Código Internacional de Gestión de la Seguridad (Código IGS) adquirió carácter obligatorio. El capítulo IX fue enmendado por la resolución MSC.99(73), que fue aceptada el 1 de enero de 2002 y entra en vigor el 1 de julio de 2003. En esta fecha el Código IGS sera obligatorio para una gran gama de buques de carga y para unidades móviles de perforación mar adentro.
