[2] Desde esos primeros tiempos, reunir al Parlamento de Francia, significaba juntar los estamentos del reino y conferenciar, tratar y comunicar el rey a sus súbditos sus más grandes e importantes asuntos, tomar su consejo y recibir su opinión, escuchar sus quejas y enmiendas y atenderlas. De ahí viene la palabra Parlamento [3] que se mantuvo desde entonces y se tomó por la suprema y soberana justicia de Francia. [...] En estos Parlamentos se trataban todos los asuntos, tanto sobre la justicia como sobre el Estado, pero principalmente [4] aquellos relativos a la Iglesia, a la policía y al bien del

reino. [...] Y aunque el momento de reunión y lugar dónde reunir a estos Parlamentos era incierto y que los súbditos sufrieran grandes incomodidades para recibir justicia, se dio orden en tiempos del rey Felipe el Hermoso, por deliberación de los estamentos, que la corte del Parlamento de Francia se instalaría en París y que los jueces ordenados al efecto, serían residentes como soberanos y conocedores perpetuos de todas las apelaciones del reino.
[15] Y siguiendo estas ordenanzas, el Parlamento, antes ambulatorio, fue establecido en París y la justicia fue allí distribuida soberanamente, bajo el nombre y autoridad del rey, por gentes de alta calidad, como prelados, príncipes, barones y gentes del Consejo, versados y experimentados en los quehaceres de la judicatura.
