El XI Encuentro del Consejo Latinoamericano y del Caribe de Registro Civil, Identidad y Estadísticas Vitales (CLARCIEV), coordinado por la Organización de los Estados Americanos (OEA) y la Dirección de Registro Civil del Tribunal Electoral de Panamá, reunió del 18 al 21 de noviembre en Ciudad de Panamá a representantes de 16 países de América Latina y el Caribe, que debatieron sobre los avances en la disminución del subregistro en la región y las experiencias exitosas para otorgar mejores servicios de registro e identificación a todos sus ciudadanos.
El tema central de este XI Encuentro, gestionado a través del Programa de Universalización de la Identidad Civil en las Américas (PUICA) del Departamento para la Gestión Pública Efectiva de la OEA, fue “La Identificación en la Migración Regional: un Reto Latinoamericano”. En la conferencia magistral y los paneles de discusión se presentaron las tendencias de la migración en América Latina y el Caribe y la problemática que enfrentan los migrantes que no poseen documentos de identidad e identificación.
En la mesa “Retos Actuales En La Migración: El Caso Del Triángulo Norte”, representantes de los registros civiles de El Salvador, Guatemala, Honduras y México presentaron propuestas para identificar a los migrantes de dichos países, intercomunicar a los registros civiles aplicando tecnología, consultar y validar información biográfica y biométrica a nivel regional, realizar campañas que promuevan la cultura registral y fortalecer capacidades del capital humano de los registros civiles. En ese sentido, se propuso materializar los acuerdos alcanzados en la Carta de Entendimiento Interinstitucional entre Guatemala, El Salvador, Honduras y Costa Rica, adecuar normativas internas para la validación de datos, establecer la coordinación entre registros, implementar una plataforma de consulta internacional, emitir tarjetas de identidad en inglés y facilitar la apertura de oficinas...
