Los Estados partes del presente Acuerdo, 496
Considerando los profundos cambios que han llevado al cese de existencia de la Unión de las Repúblicas Socialistas Soviéticas como Estado sujeto del Derecho internacional y como realidad geopolítica.
Señalando que exigen una reglamentación especial las cuestiones relacionadas con el patrimonio de la antigua Unión Soviética en el extranjero.
Guiándose por los objetivos y principios del Acuerdo sobre la creación de la Comunidad de Estados Independientes, firmado en Minsk, el 8 de diciembre de 1991, y del Protocolo para el Acuerdo sobre la creación de la Comunidad de Estados Independientes, firmado en Alma-Atá, el 21 de diciembre de 1991.
Teniendo en cuenta el artículo 12 del Acuerdo sobre la creación de la Comunidad de Estados Independientes, en el que los Estados de la Comunidad aseguran el cumplimiento de las obligaciones internacionales derivadas de los tratados y acuerdos de la antigua Unión Soviética.
Confirmando la disposición de los Estados de la Comunidad al desarrollo de la cooperación en base al mutuo beneficio y a la solución de todas las cuestiones de manera constructiva.
Han convenido en lo siguiente:

Los Estados miembros de la Comunidad reconocen mutuamente que cada uno de ellos tiene derecho a una cuota equitativa en los bienes de la antigua Unión Soviética en el extranjero, y facilitarán la realización de este derecho.
