[1] Resolución primera, Que hay una ciencia política.
Si es cierto que hay una ciencia en cada cosa, hasta para conducir un carro y el gobierno de una barquichuela, ¿cómo no habría de haberlo para la administración del Estado o de la República, barco que está en las manos de uno solo, o de todos generalmente, barco expuesto a tantas tormentas, sobre una Europa sujeta a tantas mareas?
[3] Es ciencia verdaderamente, en tanto que el tiempo la enriquece, la aumenta, la esclarece y la perfecciona cada vez más. Es una ciencia muy útil y muy necesaria, porque mientras esté bien entendida y practicada por aquellos que gobiernan, no puede impedirse que los Estados florezcan, mientras que si la despreciamos o la desatendemos, vemos todo perderse y decaer.
Porque es una ciencia muy noble, [4] y al igual que como no hay mayor vergüenza que perder la autoridad sin combatir, no hay mayor honor que ejercerla dignamente ante todo tipo de sucesos y eventualidades, sobre todo si son peligrosos o difíciles [...] porque al igual que todas las alondras tienen cresta, todo gobierno y empresa pública conlleva enemistades, envidias y celos y parece tan imposible satisfacer a toda una multitud, una comuna o un pueblo, como hacerle un traje ajustado a la luna, que nunca está en el mismo sitio.
El pueblo que se ofende con facilidad, se contenta con dificultad, cambia rápido, es más tendente a la algarabía que a la tranquilidad [...].

De la opinión de aquellos a los que se podría estúpidamente persuadir de que los asuntos del mundo se gobiernan por azar, o por cualquier otra necesidad invencible o destino inevitable, se extraería, consecuentemente, que no hay ninguna Ciencia Política que venza a lo anterior. Porque si todos los acontecimientos, cambios y sucesos de las cosas se debieran atribuir a la fortuna o al azar, no habría razón por la que una cosa debiera suceder más o menos que otra y sería una cuestión de locos el tratar de buscar consejo o doctrina con la que alcanzar algún plan, o para impedir que algún caso no se dé, dado que no se podría obtener ni más ni menos y, aunque se diese, sería por fortuna y no se podría imputar a los medios que habrían aplicado para averiguarlo.
