Insulza: la migración es un tema central de la política de la oea

El Secretario General de la Organización de los Estados Americanos (OEA), José Miguel Insulza, dijo hoy que el organismo hemisférico tiene la intención de convertir el tema de la migración en un “asunto central de la política de nuestra institución”. Durante una sesión especial de la Comisión de Asuntos Jurídicos y Políticos del Consejo Permanente, en la que se trataron temas de actualidad y derecho internacional de los refugiados, Insulza sostuvo que, aunque las migraciones son un fenómeno antiguo, “hoy provocan una cierta alarma y crean situaciones económicas que son completamente nuevas para nosotros; hasta hace poco, ningún país estaba acostumbrado a que su principal fuente de financiamiento externo fueran los migrantes”.
En una breve reseña sobre el desarrollo del tema de la protección de los refugiados en el marco de la OEA, el representante de la Oficina de Derecho Internacional, Diego Moreno, recordó que desde los años ochenta, el organismo ha dedicado especial atención y seguimiento al tema de los refugiados y de otras personas necesitadas de protección. La primera manifestación de este interés fue la Declaración de Cartagena de 1984, que “constituyó un instrumento importantísimo para el desarrollo del derecho internacional de los refugiados en el contexto del sistema interamericano”, dijo.
Posteriormente, el documento titulado Principios y Criterios para la Protección y Asistencia de los Refugiados, Repatriados y Desplazados Centroamericanos en Latinoamérica, firmado durante la Conferencia Internacional sobre Refugiados Centroamericanos, celebrada en Guatemala en 1989, constituyó “una referencia importante no sólo para los Estados Miembros de la OEA afectados por el problema de los refugiados centroamericanos, sino para la comunidad internacional en general”, afirmó Moreno.
Desde el año 1999 hasta 2002 las resoluciones de la OEA enfatizaron la promoción de la firma, ratificación y adhesión a la Convención sobre el Estatuto de los Refugiados adoptada en 1951 por la Conferencia de Plenipotenciarios sobre el Estatuto de los Refugiados y de los Apátridas (Naciones Unidas), y su Protocolo de 1967.
