Insulza destaca responsabilidad de países desarrollados en la asignación de recursos a los organismos financieros regionales

El Secretario General de la Organización de los Estados Americanos (OEA), José Miguel Insulza, reiteró en la ceremonia de apertura de la asamblea del BID, en Medellín, que la cooperación será el gran instrumento para ayudar a los países más pobres, que harán frente a la crisis económica global en débiles condiciones, y pidió al Grupo de los 20 que exprese su disposición a respaldar a los países en desarrollo, otorgando una ampliación de los recursos a los organismos financieros internacionales, entre ellos al BID.
Aludiendo a la próxima reunión del G-20, Insulza identificó la cita de Londres como una oportunidad del mundo desarrollado para dar muestras de su disposición a definir formas concretas de apoyo a las economías más vulnerables de cara a la crisis financiera mundial. "Es preciso permitir al Fondo Monetario Internacional, al Banco Mundial, a las instituciones regionales, aumentar la provisión de fondos y de recursos para los países mas pobres, para ayudar a las naciones en dificultades. Es necesario también, hablar de una estructura mas permanente del sistema financiero internacional", afirmó.
Citando cifras del BID para graficar los riesgos que se ciernen sobre la región, Insulza alertó que los efectos de la crisis económica pueden deslizar a más de 12 millones de personas de América Latina y el Caribe por debajo de la línea de pobreza en los próximos dos años. "Sabemos que esta crisis traerá momentos amargos a las economías de nuestro continente: menos crecimiento e incluso crecimiento negativo para muchos, más desempleo, más pobreza y en términos políticos, inestabilidad".
En clave de preocupación, Insulza dijo que para enfrentar esta crisis global, es necesario "evitar la tentación de protegerse de ella transfiriendo el costo a otros; ello ocurre por ejemplo, cuando se adoptan medidas proteccionistas que violan acuerdos comerciales alcanzados, cuando se sugiere postergar políticas sociales, energéticas o de protección ambiental; cuando se restringen los derechos de los inmigrantes; cuando los más débiles no tienen acceso a los recursos necesarios para mantener sus economías deterioradas por la reducción de remesas y las exportaciones, por la ausencia de flujos financieros hacia ellas".
