7. Satisfactory safety and health levels are achieved when a number of
closely related principles have been applied at national, enterprise and worksite
levels (see figure 1, overleaf). These principles include compliance with laws and
regulations, and a clearly defined policy which identifies the nature and severity of
the risks associated with forestry operations as well as the allocation of
responsibility to those persons employed at the levels of management, supervision
and execution.
8. It is recognized that forestry enterprises vary considerably in terms of size,
scope, economic stability and culture. These differences should not, however, serve
as a justification for diluting the application of those general principles essential to
the promotion of working conditions which prevent or reduce the risk of injury or
ill health.
