Ex secretarios generales conmemoran 60 años de oea

“La Organización de los Estados Americanos (OEA) como foro político de las Américas es insustituible”, coincidieron hoy el brasileño João Clemente Baena Soares, el colombiano César Gaviria Trujillo y el estadounidense Luigi Einaudi, en un evento académico realizado en la Universidad EAFIT de Medellín, en ocasión de la celebración de los 60 años del organismo hemisférico y en el marco de la Asamblea General de la OEA que iniciará mañana su 38º período ordinario de sesiones en esta ciudad.
En un análisis sobre la OEA de hoy y la OEA de hace 60 años, los ex secretarios generales recordaron situaciones históricas que dieron vida a la democracia en un continente que estuvo marcado por las dictaduras. Los tres destacaron la democracia y la participación ciudadana como eje central de la vida de los pueblos de las Américas, uno de los pilares fundamentales de la OEA.
El foro fue moderado por el ex Canciller colombiano Augusto Ramírez Ocampo y clausurado por el Ministro de Relaciones Exteriores del país anfitrión, Fernando Araújo. Estuvieron presentes, entre otras personalidades, el Secretario General de la OEA José Miguel Insulza, el Secretario General Adjunto Albert Ramdin, el Secretario Iberoamericano Enrique Iglesias, el Rector de la Universidad EAFIT Juan Luis Mejía, altos funcionarios del gobierno nacional y representantes académicos de los Estados Miembros de la OEA.
Baena Soares señaló que “la democracia y la participación ciudadana van juntas: la definición de democracia no puede omitir la participación ciudadana y no hay participación ciudadana sin democracia”. El Secretario General de la OEA entre 1984 y 1994 consideró, además, que la democracia “tiene que traer soluciones a las necesidades, a las dificultades y a las aspiraciones de los pueblos. Si la democracia no trae soluciones deseables por los pueblos, la tentación del autoritarismo estará siempre presente”. Recordó la manera en que la OEA estuvo presente en el conflicto que afectó Centroamérica por varios años, y evocó los acuerdos de Esquipulas y Contadora, que dieron un sustantivo apoyo al proceso de pacificación de esa porción del continente.
