ABSTRACT

Kenya has bee n measuri ng corruption si nce the 2007, in the c ontext of

on-going perfor mance contracti ng reforms. It has developed Cor ruption

eradicat ion performance ind icators, and tasked t he Ethics and Anti-C o-

rruption Commission (EACC) to monitor and evaluate t heir impl ementation.

This pape r seeks to evaluat e the impact of the se approaches to mea suring

corrupt ion. How are thes e indicators produced? How is c orruption con-

ceptual ized, and wh at kinds of quest ions are asked in t he surveys that

inform the se indicators? To what extent do the se indicator s reect the

“true pic ture” of corruptio n? Do these indicators c ontribute to decisi on-

making on cor ruption in Kenya? What impa ct have these indicators h ad

on the ght agai nst corruption? By exam ining production and u se of the

corrupt ion indicators by Transpar ency Internationa l-Kenya and the Go-

vernment i n the context of the ght again st corruption and inst itutional

reform in Kenya over the l ast decade, this pap er seek to explore whether

and how do these in dicators af fect the work of policy-m akers, civi l society,

institution s, and government.

RESUMEN

Kenia ha med ido la corr upción de sde 20 07, en el marco de las a ctuales reform as

de ejecución de la contratación. Se desarrollaron indicadores de desempeño

de la erradica ción de la corrupción, y se e ncargó a la Comisión de Ética y

Lucha contra la Corrupción (EACC, por sus siglas en inglé s) para monitorear

y evaluar su aplicación. Este t rabajo pretende evaluar el impacto de estos

enfoques para m edir la corrupción . ¿Cómo se construye n estos indicadores?

¿Cómo se conceptu aliza la corrupción y qu é tipo de preguntas se hace e n las

encuestas q ue informan estos in dicadores? ¿En qu é medida estos ind icadores

reejan la “verd adera imagen” de la corr upción? ¿Contribu yen a la toma de

decisione s sobre la corrupci ón en Kenia? ¿Qu é impacto han ten ido en la lucha

contra la corru pción? Mediante e l estudio de la prod ucción y el uso de los

indicad ores de corrupción por parte d e Transparenc ia Internacional-K enia

y del gobierno en el contexto de la lucha contra la corrupción y la reforma

instituciona l en Kenia d urante la últi ma décad a, este trabajo p retende explorar

en qué medi da y cómo estos ind icadores afectan el tra bajo de los respon sables

de formular políti cas, la sociedad civil, i nstituciones y el gobierno.
