[2] Todo el mundo sabe que la sociedad de los hombres forma un solo cuerpo del cual cada uno es miembro. Y esta verdad que la Escritura nos enseña y que la luz de la razón nos hace evidente, es el fundamento de todos los deberes que conciernen a la conducta

de cada cual respecto de los demás y respecto del cuerpo [social]. Porque este tipo de deberes no son más que las funciones propias de los compromisos en los que cada cual se encuentra en función del rango que tenga en el cuerpo [social].
Es en este principio del que hay que extraer, en tanto que fuente, todas las reglas de los deberes, de aquellos que gobiernan y de aquellos que estén sujetos al gobierno. [...]
[3] Título I, del gobierno & de la política general de un Estado. Aunque cada Estado tenga su forma propia de gobierno, y que haya en todos algunas leyes o usos que distinguen los nombres, el número y el poder de aquellos que ostentan los primeros cargos, hay de común en todos ellos que el orden general se mantiene por un poder superior y soberano, ya sea que resida en una sola o en varias personas.
[5] Parece que se puede concluir de la antigüedad del gobierno monárquico, del origen que tiene en el gobierno paternal y de su duración en todos los siglos y por todo el universo, que es el gobierno más natural y que es el que la multitud ha juzgado como el más útil. [...][6] Podemos además añadir a estas consideraciones que hacen del Estado monárquico el más universal y antiguo, el más natural y el más útil, que también es el más conforme con el espíritu de la ley divina y de la conducta de Dios sobre los hombres.

En tanto que el gobierno es necesario para el bien común y que es el mismo Dios quien lo ha establecido, es necesario que aquellos que se encuentran a él sujetos, le sean sumisos y obedezcan. De otra forma, sería a Dios a quien se resistirían y el gobierno que debe ser el vínculo de la paz y de la unión de donde nace el bien público de un Estado, sería una ocasión para las divisiones y los problemas, que causarían su destrucción.

El primer deber de la obediencia al gobierno es el de obedecer a aquellos que ocupan su primer lugar, monarcas u otros, que son los jefes del cuerpo que compone la sociedad y obedecer como los miembros del cuerpo obedecen al jefe al que están unidos.
