Con el fin de establecer500 el régimen jurídico de los bienes de Estado de la Federación Rusa en el extranjero, y en el contexto de la firma del Acuerdo sobre la distribución de todos los bienes de Estado de la antigua Unión Soviética en el extranjero, de 6 de julio de 1992, decreto:

La Federación Rusa, como Estado continuador de la Unión Soviética, acepta todos los derechos sobre los bienes inmuebles y muebles de la antigua URSS situados en el extranjero, así como todas las obligaciones relacionadas con el uso de esos bienes.

Corresponde al Gobierno de la Federación Rusa resolver de forma bilateral todas las cuestiones relacionadas con la aplicación del Acuerdo sobre los bienes de la antigua Unión Soviética en el extranjero, de 30 de diciembre de 1991.
