[2] Esta monarquía tal y como fue establecida por los antiguos sajones, ha sido gobernada bajo ciertas leyes que, en su mayoría, no han sido escritas dado que los antiguos franceses, siendo grandes guerreros y buenos políticos, se aplicaban más a hacer bien las cosas que a decirlas o escribirlas. Algunas de dichas leyes se encuentran escritas en las antiguas constituciones de nuestros reyes. Las otras se encuentran también escritas en libros de costumbres de las provincias, que han estado redactados y confirmados desde los tiempos del Rey Carlos VII, que así lo ordenó en mil cuatrocientos cincuenta y tres [...].
[3] Del Derecho de la realeza.
El rey es el monarca y no tiene acompañamiento en su majestad real. Los honores exteriores pueden serle comunicados a las mu-jeres de los reyes por ellos mismos, pero en lo que se refiere a la Majestad, que representa el poder y la dignidad, reside inseparable en su sola persona [...].
Uno de los principales derechos de la Majestad y autoridad del rey, es hacer las leyes y ordenanzas generales de la política universal del reino. Las leyes y ordenanzas de los reyes deben ser publicadas y verificadas en el Parlamento o en otra corte soberana, según el sujeto de que se trate. De otra forma los sujetos no están obligados a acatarla ni cuando la corte adjunte al acto de publicación que éste ha sido hecho por orden expresa del rey. [...]
[4] Cuando los reyes quieren establecer leyes perpetuas de importancia para el Estado y el reino, tienen por costumbre convocar los tres estamentos de su pueblo, que llamamos Estados [Generales] [...].
La otra parte de la justicia, dado que los hijos salidos de Adam no son suficientemente sabios para hacer siempre el bien, consiste en dar justicia y compensar a aquellos a los que se les ha hecho algún daño. A este efecto son establecidas las Cortes soberanas [5],

también los Parlamentos, que desde antiguamente han sido soberanos para todas las causas.
De mayor antigüedad es un solo Parlamento, el de París, que es el verdadero consistorio del rey, donde acostumbraba acudir a tener su lecho de justicia con los príncipes de sangre real y pares y de donde aun hoy dicho Parlamento se denomina Corte de Pares.
