El Consejo Permanente de la Organización de los Estados Americanos (OEA) consideró hoy el Informe de la Misión Especial de la OEA para el Fortalecimiento de la Democracia en Haití en seguimiento a la reciente Misión de Alto Nivel OEA/CARICOM encabezada por el Ministro de Relaciones Exteriores de Santa Lucía, Julian Hunte, y por el Secretario General Adjunto de la OEA, Luigi Einaudi.
El informe de la Misión Especial destaca las acciones adoptadas por los diferentes actores en Haití desde la partida de la delegación, que fue creada después de continuos estancamientos en relación con la formación del Consejo Electoral Provisional, de acuerdo a la resolución 822.
Einaudi afirmó que queda poco tiempo para celebrar elecciones creíbles en 2003. Mientras el gobierno haitiano ha completado ciertos objetivos, la imposibilidad de terminar con la impunidad ha creado un clima de incertidumbre en relación con la seguridad y otras importantes condiciones críticas para el progreso. Citó, en particular, dificultades en la profesionalización de la policía haitiana y reiteró la necesidad de mejorar la administración de justicia.
Numerosas delegaciones, al advertir la importancia y complejidad del informe, acordaron efectuar consultas con miembros de la delegación de Alto Nivel. El Embajador del Perú, Eduardo Ferrero Costa, sugirió también que la Delegación de Alto Nivel haga recomendaciones específicas al Consejo Permanente sobre cómo avanzar en el proceso.
El Representante Alterno de los Estados Unidos, Peter DeShazo, se refirió a “los esfuerzos sinceros y de buena fe” de la Delegación OEA/CARICOM para resolver el impase, destacando que su mensaje fue “muy claro y equilibrado”. Al mismo tiempo expresó su profunda preocupación debido a que el gobierno haitiano no ha respondido a varios puntos clave mencionados por la Delegación conjunta.
