Los Estados493 partes en el presente Acuerdo, confirmando su disposición a cumplir con las obligaciones derivadas del Acuerdo sobre la sucesión en materia de deuda externa y activos de la Unión Soviética, de 4 de diciembre de 1991, han acordado lo siguiente:
Artículo 1
La Federación Rusa y Ucrania, como miembros principales del Consejo interestatal sobre la supervisión de la gestión de la deuda y el uso de los activos de la Unión Soviética, compartirán la presidencia del Consejo interestatal. Otros miembros del Consejo interestatal nombrarán el tercer presidente, según un criterio de rotación.
Artículo 2
El Banco autorizado proporcionará una información completa sobre sus transacciones al Consejo interestatal y a sus miembros.
El Consejo interestatal nombrará, por medio de concurso, a un interventor independiente a quien le facilita cualquier documentación del Banco autorizado necesaria para la elaboración del informe que, a su vez, habrá de facilitarse al Consejo interestatal, al menos, anualmente.

Artículo 3
El Vnesheconombank conservará los derechos del Banco autorizado. El Reglamento del Vnesheconombank se complementará con las modificaciones correspondientes redactadas en el Anexo al presente Acuerdo, que habrán de asegurar el carácter internacional del Banco autorizado. El órgano superior para el Banco autorizado seguirá siendo el Consejo interestatal, con la representación plenipotenciaria de las Partes. El Consejo interestatal creará un órgano de observación permanente, a nivel de expertos, situado en Moscú.
Los votos de los representantes plenipotenciarios en el Consejo interestatal se distribuirán de conformidad con las cuotas de las Partes en los pagos de liquidación de la deuda externa de la antigua Unión Soviética. Las decisiones del Consejo interestatal se adoptarán por un mínimo del 80% de los votos de los miembros del Consejo. Para que puedan adoptar decisiones, habrán de participar, en las sesiones del Consejo, los representantes plenipotenciarios que posean, al menos, el 80% de los votos.
