Canciller del ecuador pide que se niegue refugio a los corruptos

El Ministro de Relaciones Exteriores del Ecuador, Patricio Zuquilanda Duque, enfatizó hoy que la corrupción es un “factor perturbador” que debe ser combatida tanto desde el sector público como del privado, con base a una fortalecida cooperación hemisférica. Según el Canciller ecuatoriano, todos los países deben reforzar su compromiso de negar acogida a quienes incurran en actos de corrupción; a quienes los corrompen; y a sus bienes.
Durante una sesión extraordinaria del Consejo Permanente de la Organización de los Estados Americanos (OEA), convocada en su honor, el Canciller Zuquilanda subrayó que la Convención Interamericana contra la Corrupción, “es sin lugar a dudas el más importante paso dado a nivel hemisférico en la lucha contra este fenómeno”. Admitió que la Convención no es el punto de llegada sino el primer gran paso para enfrentar “esta lacra que atenta contra el desarrollo social y el desarrollo de nuestros pueblos”.
Sugirió, además, que los países deben formular un “código de conducta” con base en la “iniciativa de cada uno de los sectores involucrados en el ámbito nacional y se proyecte a nivel internacional en la construcción de valores éticos y morales comunes”. En tal sentido reiteró el llamado para que todos los Estados fortalezcan su lucha contra los actos de corrupción, tema principal de la próxima Asamblea General de la OEA, que se realizará en Quito, Ecuador, en junio de este año.
Asimismo, enfatizó la necesidad de suscribir y ratificar la Convención de Naciones Unidas contra la Corrupción y la Convención Interamericana de Extradición. Subrayó que en la Asamblea General será “fundamental que privilegiemos la necesidad de promover con más decisión la cultura democrática en material de combate contra la corrupción”.
Siguiendo la misma línea de pensamiento, Zuquilanda destacó la Declaración de Margarita, que califica el buen gobierno, la transparencia y la rendición de cuentas como algunos de los elementos esenciales para hacer uso eficiente de la ayuda oficial al desarrollo.
