[7] Es constante la fidelidad de esta deducción, autorizada por el aporte de todas las Historias y por los monumentos venerables de toda antigüedad, que todos los asuntos de Estado siendo soberanamente tratados en esta asamblea de franceses, y en la que los reyes no tenían más derecho que el de presidir con una dependen-

cia tan sumisa a la autoridad de la asamblea, que sus Declaraciones Reales no eran más que el resultado de lo que había sido concluido en estas deliberaciones públicas. Así, vemos que aun hoy continuando esta costumbre esencial al gobierno monárquico de este Estado, que esta Asamblea de Franceses, conocida con el nombre de Parlamento, tiene el poder absoluto de conocer la voluntad del Rey para verificar si obedece a las ventajas del bien público, y que los pueblos no están en ningún caso [8] obligados a someterse a menos que lo evidencien por una sentencia proveniente de esta Asamblea o Parlamento que diga que es justo y legítimo. [...] Así vemos que es en el Parlamento de París, como en la auténtica Asamblea de Franceses, donde se resuelven todos los asuntos públicos. Y que incluso los Reyes para ser reconocidos como absolutos o Mayores por sus pueblos, vienen a tomar prestado un fallo [suyo] que justifique el ejercicio de la autoridad Soberana que está entre sus manos [...].
[9] I, Que el Parlamento ha puesto la Autoridad Soberana entre las manos de S.A.R., que no hay autoridad que pueda quebrar esta sentencia más que por una usurpación tan insolente como tiránica. [...] Por las presuposiciones precedentes, extraídas de todos los sagrados depósitos de la historia, es evidente que la Autoridad Soberana ha estado [sólo] muy posteriormente entre las manos de los Reyes que [respecto a cuando estuvo] entre las del Parlamento o de la Asamblea de Franceses.
[10] Si sucediese, por desgracia, que todas las ramas reales de la casa de Borbón feneciesen, como puede ocurrir en las revoluciones del Estado ¿No es cierto que lo justo sería hacer recaer todo el derecho de la Autoridad Soberana en la disposición del Parlamento de pares y que estaría absolutamente [libre] a su criterio [...] el disponerla en manos de quien juzgaran más capaz?. Sé bien que los enemigos de este sentir querrían convocar en esta conjetura, una asamblea más general [11] de todos los Estados de la Monarquía con tal de dar un poco más de brillo a este nuevo...
