Sections 1 through 10 were principally contributed by Professors Lance Gable, Lawrence O. Gostin, and James G. Hodge, Jr., all with the Center for Law and the Public's Health at Georgetown and Johns Hopkins Universities.

Section 11 on access to medicines was principally contributed by Katharina Gamharter, Counsel/Legal Associate in the Environmentally and Socially Sustainable Development and International Law Practice Group of the World Bank's Legal Vice Presidency.

Rudolf V. Van Puymbroeck, formerly Lead Counsel for public health and HIV/AIDS in the Legal Advisory Services group of the World Bank's Legal Vice Presidency, conceived the idea, obtained the funds, found expert collaborators, contributed the section on relevant World Bank policies and procedures, and served as editor-in-chief for the work.
