ABOUT THE CONTRIBUTORS
Tonbofa Eva Ashimi is the Managing Partner of the Nigerian law firm of
Edward Ekiyor & Co., based in Bayelsa and Lagos States. She holds a Bach-
elor of Laws degree from the University of Lagos, Nigeria, and a Masters in
Law from Harvard Law School. She is licensed to practice in New York and
in Nigeria. Ms. Ashimi’s practice spans Nigeria’s energy, oil, gas, environ-
mental, and finance laws. She works closely with regulators in these sectors
and has been part of teams drafting rules guiding operations in these sec-
tors, such as the Nigerian Electricity Supply Industry Standards. She also
advises corporations sponsoring projects in the energy and natural resources
sectors on Nigerian law issues. Ms. Ashimi is involved in ensuring the
enforcement of environmental laws through Nigerian Courts.
Başak Başoğlu is a member of the Law Faculty at Istanbul Bilgi University.
She received her law degree and JD from Istanbul University and her LLM
in business law from Istanbul Bilgi University. She specializes in the field of
tort law, environmental law, contract law, international sales law, and family
law. She has various publications, including two books in Turkish, Specific
Performance under Turkish Law and Comparative Law and Civil Liability for Envi-
ronmental Damages. She was admitted to the Istanbul Bar Association in 2005.
Daniel Basurto González is Founding Partner of the Environmentally Sus-
tainable Development Initiative (Iniciativa para el Dessarrollo Ambiental y
Sustentable, S.C., or IDEAS) law firm in Mexico City and graduated from the
Universidad Anahuac Mexico Norte, 1983. He has been awarded specialized
diplomas and recognitions in environmental law and has practiced in this
field since 1987. He developed and coordinated the Environmental Law
Diploma Program of the Universidad Panamericana from 2000 to 2006 and
was a member of the Teaching Staff for Postgraduate Studies of the Escuela
Libre de Derecho and the Universidad Panamericana. He has mainly advised
the private sector, basically in industrial activities and tourist and real estate
developments. In his participation with the industrial and service sectors, he
has acted as Chairman of COPARMEX’s and CONCAMIN’s Ecology Com-
missions. Mr. González was the Coordinator of the Environmental Law Com-
mission of the Mexican Bar Association for five years, currently chairs the
Environment and Energy International Environmental Matters Commission

of the International Chamber of Commerce (ICC-MEXICO), and is a member
of its Executive Board. He is also an active member of the ANADE. As to
NAFTA, he has been a dynamic participant, representing private sector enti-
ties, and has been a member of the Joint Public Advisory Committee (JPAC)
and NAFTA’s Decade Revision Committee (TRAC). At the international
level, he is an active member of the American Bar Association and of the
International Bar Association.
Shephali Mehra Birdi is a Principal Associate at the Gurgaon office of Koch-
har & Co. Her areas of expertise include environment and natural resource
law, life sciences, and drugs and pharmaceutical law. Ms. Birdi regularly
advises clients on complex environmental issues and compliance matters,
including environmental pollution, environment impact assessment, com-
mercial utilization of biological resources, forests clearance, law and policy
on gene technology, and genetically modified products, including food arti-
cles and seeds. She works on areas concerning regulation of hazardous
wastes, hazardous chemicals, dangerous goods, electronic wastes, medical
wastes, and various industry-specific licensing, approval, reporting, mitiga-
tion, product recall, and related aspects. She has also been involved in sev-
eral environmental due diligence exercises. Ms. Birdi is co-author of the
Environmental Law Reporter (ELR) India Update, a quarterly brief of Indian
environmental law and policy updates, published by Environment Law
Institute, USA. She has co-authored the EIATRACK India pages for the web-
site http://www.eiatrack.org.
Carl Boeuf is an Associate in the Environment & Operational Regulatory
Group at Travers Smith LLP, London. Mr. Boeuf specializes in environmen-
tal, health and safety, and product stewardship matters. He advises at EU
and UK level, providing support on transactions, crisis management response
(including in relation to environmental, product safety and workplace inci-
dents), commercial litigation, regulatory compliance, and defense. Mr. Boeuf
also advises on environmental, social, and governance (ESG) issues, includ-
ing in relation to corporate reporting. He has written a number of articles on
environmental law for UK legal publications, is co-author of the UK Envi-
ronment chapter of Getting the Deal Through, and is an active member of the
UK Environmental Law Association.
Edward (Ted) Boling is Deputy Solicitor for Parks & Wildlife at the U.S.
Department of the Interior, where he supervises the work of the Solicitor’s
Office in support of programs of the National Park Service and the U.S. Fish
and Wildlife Service. Mr. Boling joined the Department in August of 2010 as
Counselor to the Assistant Secretary for Land and Minerals Management,
where he focused on land management planning and renewable energy
development, and was Deputy Solicitor for Land Resources from April of
2011 to July of 2013. Before Interior, he served ten years at the President’s
Council on Environmental Quality (CEQ) as Deputy General Counsel
