The Pact for th e Future
1. We, th e Heads of State and Go vernmen t, repre senting the peo ples of the wor ld,
have gath ered at Un ited Nations Head quarters to protect the needs and inter ests of
prese nt and future g eneratio ns thro ugh the actions in this Pact for the Fut ure.
2. We are a t a time of profoun d global transfor mation. We a re confro nted by r ising
cata strophic a nd existe ntial risk s, many ca used by th e choices w e make. Fe llow
huma n be ings are enduring ter rible sufferi ng. I f we do not chang e co urse, we risk
tipp ing into a futur e of per sistent crisis a nd break down.
3. Yet t his is also a m oment of ho pe and oppo rtunity. Global transf ormatio n is a
chan ce f or r enewal and prog ress ground ed i n ou r co mmon human ity. Adv ances in
know ledge, scie nce, techn ology and inno vation cou ld d eliver a break through to a
bette r and m ore sus tainable future for all. The cho ice is o urs.
4. We beli eve that there is a path to a bright er futur e for all of human ity, inclu ding
those living in pov erty and vulner able sit uations. Through the ac tions w e take t oday,
we resolv e to set ourselv es on that path, striv ing f or a world that is safe, peacef ul,
just, equal, inclu sive, s ustainab le and p rospero us, a wo rld in w hich we ll-bei ng,
secur ity and dignity and a h ealthy p lanet a re assur ed for al l human ity.
5. This will re quire a recomm itment t o intern ational coopera tion ba sed on r espect
for intern ational law, withou t whi ch w e can neit her m anage the risks nor seize the
oppo rtunitie s that we f ace. Th is is not a n opti on but a ne cessity. Our c hallenge s are
deep ly interc onnecte d and far e xceed the capacit y of any s ingle Sta te alone. They can

only be addresse d collect ively, throu gh strong a nd sustain ed intern ational co operatio n
guid ed by tru st and solidari ty for th e benefi t of all and har nessing the pow er of tho se
who can cont ribute f rom all sectors and gen eration s.
6. We r ecognize that the multil ateral system and its institut ions, with t he Un ited
Nati ons and its C harter at th e centre, m ust be stren gthened t o keep pace w ith a
chan ging worl d. They must b e fit for the p resent an d the futur e – effect ive and
capa ble, prepa red for the futu re, just, dem ocratic, eq uitable an d r epresen tative of
toda y’s world, inclusi ve, inte rconnec ted and financia lly stab le.
7. Today, we pl edge a new beginn ing in multi laterali sm. Th e actio ns in this Pact
aim to en sure that th e United Nat ions and oth er key multi lateral in stitutio ns can
deliv er a be tter fut ure for peop le and plane t, enabl ing us to fu lfil our existin g
comm itments while r ising t o new an d emergi ng chal lenges a nd oppo rtunitie s.
8. We reaffi rm our unw avering co mmitme nt to act in ac cordance w ith intern ational
law, in cluding the Cha rter of the Unit ed Nati ons and its purp oses an d princi ples.
9. We also r eaffirm t hat the thr ee pillar s of the Un ited Nati ons – s ustainab le
deve lopment , pe ace and se curity, an d hu man rig hts – are equal ly impo rtant,
inter linked and mutu ally rei nforcin g. We canno t have o ne with out the others.
10. We reco gnize tha t sustain able dev elopment in all its t hree dime nsions i s a
centr al goa l in itself and th at its achiev ement, leavin g no one be hind, is and alway s
will be a c entral o bjectiv e of mu ltilater alism. We reaffirm our en during commitm ent
to the 2 030 Agen da fo r Sust ainable Devel opment

and its Sustain able D evelopm ent
Goal s. We w ill ur gently acceler ate p rogress towar ds ach ieving the Goals, includi ng
throu gh conc rete po litical steps a nd mobi lizing s ignifica nt addi tional f inancing from
all sources for sustaina ble de velopme nt, wi th spec ial attentio n to the nee ds of those
in specia l situ ations and creati ng op portuni ties f or yo ung people. Pove rty i n all its
form s and dime nsions, in cluding extr eme p overty, rem ains the gr eatest glo bal
chall enge an d its eradi cation is a n i ndispens able re quireme nt fo r s ustainab le
deve lopment .
11. Cl imate chan ge is one of th e greatest c halleng es of our tim e, with adv erse
impa cts that are dispr oportion ately fe lt by dev eloping countrie s, espec ially th ose that
are parti cularly vulne rable to the a dverse effect s of clim ate c hange. We co mmit to
acce lerate m eeting our obl igations under the Unit ed Nati ons Fra mework Convent ion
on C limate C hange

and the Par is Agreem ent.

12. To li ve up to our found ational promis e to protect succee ding ge neratio ns from
the scourg e of war, we must abide by interna tional law, includin g the Char ter, a nd
make full u se of al l the instr uments an d mec hanisms set ou t in the Char ter,
inten sifying ou r u se of diploma cy, c ommitti ng to r esolve our di sputes peac efully,
refra ining fro m the threat o r u se of force, or a cts of aggre ssion, res pecting ea ch other’s
sove reignty and territor ial integ rity, upho lding th e pr inciple s of pol itical
inde pendenc e a nd self- determin ation, as w ell as stren gthening a ccounta bility and
endi ng impun ity. With cha llenges and risk s to inte rnation al peace and secu rity taki ng
on mor e dangero us forms, in traditi onal and ne w domain s, our effor ts must ke ep pace.
13. Ever y commit ment in t his Pact i s fully co nsistent and alig ned with internat ional
law, includ ing h uman rights law. We rea ffirm the Univers al De claratio n of Hum an
Righ ts

and the f undamen tal fre edoms enshrin ed ther ein. Th e impl ementati on of the
Pact will enhance the f ull en joyment of h uman ri ghts a nd dig nity fo r all, which is a

key goal. We will respe ct, pr otect, promot e and fulfil all human rights, reco gnizing
their univers ality, indi visibili ty, interde pendenc e and int errelat edness, a nd we wi ll be
uneq uivocal in wh at we stand for a nd uph old: f reedom from fear an d free dom fr om
want fo r all.
14. We recogn ize that our ef forts to redre ss injusti ce and to reduc e i nequali ties
with in an d bet ween countri es to bui ld pe aceful, just and inclu sive societie s can not
succ eed u nless we step up o ur e fforts to p romote toler ance, embra ce di versity and
comb at a ll fo rms of di scrimin ation, in cluding r acism, ra cial disc riminat ion,
xeno phobia and related intole rance and all th eir ab horrent and contem porary forms
and manifest ations.
15. None of our goals can be achieve d withou t the f ull, saf e, equal and m eaningfu l
part icipation and repres entation o f all women i n politica l and econo mic life. We
reaff irm our comm itment to t he Beijing D eclarati on and Platf orm for Action ,

acce lerating our eff orts to achiev e ge nder equali ty, w omen’s partic ipation and th e
empo werment of a ll wom en and girls in all doma ins and to e liminati ng all forms of
discr iminati on and v iolence against women and girl s.
16. We re affirm o ur ple dge, m ade on the o ccasion of th e seve nty-fi fth ann iversary
of t he Unite d Natio ns, to r einvigor ate glo bal acti on to e nsure th e futur e we wa nt and
to effe ctively re spond to c urrent and f uture chal lenges, i n partners hip with al l relevan t
stak eholders . We recog nize th at the well-be ing of current and fu ture gen eration s and
the sustaina bility o f our pl anet rest s on ou r willin gness to take ac tion. To th at end, in
this P act we co mmit to 5 6 action s in the ar eas of su stainabl e develop ment and
fina ncing fo r develo pment, internat ional p eace and securit y, science , techno logy an d
inno vation and digital coo peration , you th an d fut ure g enerati ons, and t ransform ing
glob al gover nance.
17. We will advance impl ementat ion o f th ese a ctions throu gh re levant, mand ated
inter governm ental pr ocesses, whe re they exist . We wi ll r eview th e ov erall
impl ementati on of the Pact at th e beginn ing of th e eighty -third session o f the Gen eral
Asse mbly th rough a meet ing at the le vel of Heads of Stat e and Governm ent. We a re
conf ident tha t, by then, w e will be w ell on course towards t he better and more
sust ainable futur e we want for ours elves, our childre n an d all the gener ations who
will come af ter us.
I. Sustai nable devel opment and fi nancing for development
18. In 20 15, we res olved to f ree the hu man race f rom the ty ranny of p overty, hun ger
and w ant and to heal and secu re our p lanet. We p romised that we would le ave no o ne
behi nd. We ha ve mad e some pro gress, but the ach ievemen t of t he Sus tainable
Deve lopment Goa ls is in peril. Progre ss on most of the Goals is ei ther moving too
slow ly or has regress ed bel ow th e 2015 base line. Year s of sustain able d evelopm ent
gain s are being r eversed. P overty, hun ger and ine quality h ave incre ased. Hum an
right s a re u nder threat , a nd we run the risk of leavin g m illions of peop le behind.
Clim ate chan ge, biod iversity loss, de sertifica tion and sand an d dust sto rms, pol lution
and o ther envi ronment al challe nges pose serious r isks to ou r natural environ ment and
our p rospect s for de velopme nt.
19. We wi ll not a ccept a future in whi ch dign ity and opport unity ar e denie d to h alf
the wo rld’s popul ation or be come the so le preserv e of those wi th privile ge and weal th.
We r eaffirm that the 2030 A genda for Sustain able Develop ment is ou r over arching
road map for ach ieving susta inable devel opment in a ll three of its dime nsions,
over coming the mu ltiple, interlin ked cr ises th at we face an d secu ring a better future
