77/298. The United Nations Global Coun ter-Terroris m Strategy:
eighth review
The General Assembly ,
Reaffirm ing the United Nati ons G lobal Counter -Terroris m Str ategy, containe d
in its re solution 60/2 88 of 8 S eptember 2006 , and recall ing it s reso lution 75/291 of
30 Jun e 2021, whic h called for, inte r alia, a n examin ation of the repo rt of th e
Secr etary-Ge neral o n the pro gress ma de in th e implem entatio n of the Strategy and of
the impl ementat ion of t he Strategy by Me mber State s a nd f or consider ation to be
give n to upd ating th e Strate gy to re spond t o change s,
Reca llin g the pivo tal r ole of the Gen eral Ass embly in f ollowin g up t he
impl ementati on and t he upda ting of the Stra tegy, and convinc ed that t he Assemb ly is
the c ompeten t organ, wi th unive rsal memb ership, to addres s the issu e of inter national
terro rism ,
Rene wing its un waverin g commitm ent to str engtheni ng intern ational
coop eration to pre vent an d comb at terro rism in all it s forms and m anifest ations, and
reaff irming tha t any acts of te rrorism ar e criminal and unjust ifiable, re gardles s o f their
moti vation, whereve r, wheneve r and b y whoms oever co mmitted ,
Cond emning i n the stron gest term s terror ism in all its forms and mani festatio ns,
and all terrori st ac ts, i ncluding thos e o n the basi s of xenop hobia, racis m and oth er
form s of intole rance, or i n the name o f religion or belief, recogniz ing the co mmitmen t
of al l religi ons to p eace, an d deter mined to condemn violen t extrem ism con ducive t o
terro rism and in citemen t to commit terrori st acts whi ch spread h ate and thr eaten live s,
also reaffir ming t hat ter rorism and vi olent extremis m cond ucive to terr orism cannot
and sho uld not be ass ociated wi th any religi on, nation ality, civili zation or eth nic
grou p,

extr emism co nducive to terro rism, v iolence, inc luding s ectarian vio lence, and
terro rism in various parts of the wor ld, whic h claim innocen t live s, cause destruc tion
and displace people, and rej ecting t he use of viole nce, reg ardless of motiv ation,
Conc erne d th at terror ist grou ps have s ought to exploit grievanc es cause d by the
coro navirus dis ease (COV ID-19) pande mic to radic alize to, recr uit for, inci te the
comm ission of, and condu ct terrori st attacks , i ncluding t hrough the use of infor mation
and c ommunic ations t echnolo gies, and invitin g Membe r States to antici pate, mo nitor
and ad dress th e short-, medium- and long -term im pacts of th e pandem ic on th e
evol ution of the glo bal terr orist th reat,
Reaffirm ing t hat the a cts, meth ods and p ractices of terror ism in al l its form s and
mani festatio ns are ac tivities aimed at t he den ial of hu man ri ghts, f undame ntal
free doms a nd dem ocracy, at thre atening the sovere ignty, t erritoria l inte grity a nd the
secur ity of S tates, a t impedi ng the en joymen t of poli tical, ci vil, eco nomic, social an d
cultu ral rights, inclu ding the right to life, libert y and sec urity, and at d estabiliz ing
Gove rnments , and that the in ternatio nal communi ty sho uld ta ke the steps neces sary
to e nhance coop eration to prev ent and com bat ter rorism in a decisiv e, unif ied,
coor dinated, i nclusiv e, tran sparent a nd hu man ri ghts- based, gen der-resp onsive
mann er, addre ssing th e condi tions co nducive to terro rism,
Reaf firming its respe ct f or the s overeig nty, t erritori al in tegrity, indep endence
and unity o f all States in acco rdance with th e purpo ses and princi ples of the C harter
of th e Unite d Nation s,
Reaffirm ing the prim ary r esponsib ility of Member State s an d the ir respecti ve
natio nal institut ions in prevent ing and counter ing terroris m an d v iolent extre mism
cond ucive to terro rism, conce rned that terr orists cont inue to endea vour to exploi t
unde rlying conditi ons in some countr ies, su ch as limite d reac h of Governm ents and
lack of capaci ty to del iver es sential servic es by law enfor cement and secur ity
insti tutions, and emphas izing that en hancing the capabil ities a nd cap acities of State
insti tutions, where applicab le and u pon req uest, to prevent and co unter te rrorism is a
pivo tal comp onent fo r succe ssful eff orts aga inst ter rorism,
Cons ciou s t hat the re are a num ber of dri vers un derlying radica lization to
terro rism and t hat devel opment ba sed on the p rinciple s of social justice, i nclusion a nd
equa l op portuni ties, includ ing the buildi ng of e ffective , ac countab le a nd inclusiv e
insti tutions, can contr ibute to t he preven tion of te rrorism a nd violen t extremi sm
cond ucive to t errorism and to th e promoti on of inc lusive, o pen and re silient s ocieties ,
nota bly throug h educati on, and a ffirming t he determ ination of Member St ates to wor k
towa rds con flict r esoluti on, to confron t oppr ession, to er adicate poverty, to pr omote
sust ained econ omic g rowth, su stainabl e deve lopmen t, glo bal pr osperity, go od
gove rnance, huma n righ ts an d fun damenta l fr eedoms for all a nd th e rule of law, t o
impr ove inte rcultura l unders tanding and to promote respect for all,
Reco gniz ing that in ternatio nal coo peratio n and an y meas ures tak en by M ember
Stat es to prevent and c ombat terrori sm, as well as to prevent viole nt e xtremis m and
tackl e the conditi ons co nducive to te rrorism, requir e a c omprehe nsive a pproach and
a multid imension al strategy whi ch m ust fully compl y w ith t heir obliga tions under
inter nationa l law, incl uding th e Charte r of the Unite d Nation s, in par ticular t he
purp oses and pr inciples thereof, a nd releva nt interna tional co nvention s and prot ocols,
